Following a report by the United Nations Environmental Programme (UNEP) on the environmental restoration of Ogoniland, President Muhammad Buhari has given directive that plans for the clean up of Ogoni land be approved and implemented.
President Buhari also approved the compositions of the Governing Council and Board of Trustees of Hydrocarbon Pollution Restoration Project (HYPREP) and amendment of the Official Gazette establishing the Hydrocarbon Pollution Restoration Project (HYPREP). It is expected that the board would oversee the activities of multinational oil coporations and prevent the pollution of Ogoni land.
Mr. Femi Adesina, the presidential spokes person said in a statement that “a contribution deposit of 10 million United States dollars will be made by stakeholders within 30 days of the appointment of members of the Board of Trustees for the Trust Fund who will be responsible for collecting and managing funds from contributors and donors
Members of the governing council and their representatives include Ministry of Petroleum Resources, 1 Representative; Federal Ministry of Environment, 1 Representative Impacted States (Rivers), 1 Representative; Oil Companies & NNPC , 4 Representative; Ogoniland 2 Representatives; United Nations System, 1 Representative) while a project manager is to head the Secretariat
The Board of Trustees for the HYPREP Trust Fund will also involve the Federal Government, NNPC, one representative; International Oil Companies, one Representative, Ogoniland, one representative and the United Nations System with one representative.
The report states that environmental clean-up of Ogoniland will commence in earnest with the President’s inauguration of the HYPREP Governing Council and the Board of Trustees for the Trust Fund.
